SOHO DB issues

Earlier today SOHO data went down on the vso. Running the update script brought it back up, so I have to assume that the update script hung last time it ran, causing the vso_view table to not get properly populated.

For future reference: In the sql script "/usr/local/scripts/sohocat/index/observation.sql" the db operations: rename vso_view to backup_vso_view
rename temp_vso_view to vso_view
occur one right after the other, indicating to me that this fault may actually occur when the script tries to rename vso_view to backup, if backup happens to already exist. Since the backup table is not used in the operations leading up to the final shuffling of these tables, I've moved the drop statement for the backup table to directly before vso_view is renamed. I've updated my monitoring scripts to detect this particular type of failure as well.
