Too many requests to vso3.stanford.edu from Kyung Hee University

Art reports that >100K requests were coming from 2 IP addresses at Kyung Hee University and were swamping vso03.stanford.edu with requests for MDI data. For now those two addresses have been blocked.

I emailed Testsuya Magara who I know as he used to work at MSU. I gave him the emails and asked him to send an email to his Solar Lab at Kyung Hee, asking whoever is trying to download the MDI data to get in contact with me to establish better what they are trying to do and the most resource efficient way to help them.

It turns out that a student in a deep-learning research group tried to download 
a bunch of MDI data. We asked the student to contact you to discuss this issue.
